Maybe. Its a card that is extremely strong when in the development stages of the game, but may do little to nothing while behind, and will do nothing when ahead. If the correct requirements aren't met (Selvala is in play, LP is your biggest creature on board, LP is the biggest creature on the entire board), it quickly starts to lose value. The floor on Lupine Prototype is doing nothing. I think its fair for the CZ to be concerned about Lupine Prototype, especially in less optimized decks, because of how low the floor is. I'm going to ignore your 'custom card' because its so different/stronger from Lupine Prototype it isn't really comparable.
